For a complete newbie? phpBB can certainly have a bit of a learning curve, especially pertaining to its permissions system. I think a user could set up a brand new WordPress site and then install and configure the wpForo plugin to get a message board that way with far less work.
However, phpBB is one of the most robust message board softwares out there, especially among the free options, which is why I keep coming back to it (even though I've been pretty clueless about how to take full advantage of the permissions system ever since it was introduced).
The community here has also always been pretty fantastic about helping with just about anything that comes up.
